At the fish head shortcut, go left past the Toggle Blocks. After going on the other side of the Toggle Blocks, use the Remote to toggle them and show a hidden path to down and right.
You'll want to use the Remote to open a way down to the green Button. Then throw your Disc at the button and ride it. The Fans will push you up automatically as you travel all the way to the chest, just jump to it when you get close.
